B. Approval to authorize Chief of Police, Brent Hurley, to enter into an agreement to share crash data between the City of Balch Springs and CARFAX

C. Approval to authorize the City Manager to negotiate and execute the Development Agreement with Maria G. Perez and J. Isabel Perez to develop and acquire land located at 11112 and 11114 Leta Drive for development of a commercial office building.

1. Conduct a Briefing and Public Hearing on the Land Use Assumptions and Capital Improvements Plan relating to possible adoption of Impact Fees

2. Conduct a Public Hearing and consider adopting an ordinance for Zoning Ordinance Amendment Application 002-2025, regarding the proposed amendments, specifically text amendments to the zoning ordinance of the City of Balch Springs, Texas, including the following: Chapter 90 “Zoning,” Article II “Zoning Districts,” Section 90- 2.15 “M, Mixed-Use District” and Section 90-2.18 Dimensional Standards Table”; Article III “Zoning Land Use Regulations,” Section 90-3.03 “Use Chart”; Article IV “Site Development Requirements” by adding a new Section 90-4.07 “Frontage Requirements”; and Article IX “Zoning Definitions” by adding new definitions.

3. Presentation of the Financial Reports for September 2025, January 2026 and Investment Reports for September 2025 and December 2025.

4. Consideration and action approval of an ordinance amending the Annual Budget for the City for Fiscal Year October 1, 2025, through September 30, 2026, providing that expenditures shall be made in accordance with said budget as amended.

5. Consideration and action to approve funds from the Council Contingency or Council Budget for the Balch Springs Crawfish Boil Bash not to exceed $3,500.00.
