CONSENT AGENDA
1. Consideration and action regarding approval to appoint Deanna Hammond to the Economic Development Type A Board, as an alternate.
2. Consideration and action to appoint the following individuals to the Animal Control Advisory Committee: Chelsie Way, Animal Control Supervisor Stacy Blaylock, Licensed Veterinarian Sabrina Jones –Representative from an animal welfare organization Hannah Fugitt – Disinterested layman Millie Sanders – Citizens of Balch Springs Municipal Official – City Councilmember
3. Presentation and discussion on the proposed 2025-2026 Municipal Budget.

4. Conduct a Public Hearing on the Municipal Budget for FY 2025-2026.
5. Consideration and action to adopt an ordinance approving the budget for the City of Balch Springs for the fiscal year, beginning October 1, 2025, and ending September 30, 2026. (The required public hearing on the proposed budget was held on September 8, 2025, in accordance with applicable law.)
6. Conduct a Public Hearing on the Ad Valorem Tax Rate of $0.794629, per $100 assessed valuation on taxable property, for the fiscal year 2025-2026.
7. Consideration and action regarding the adoption of an ordinance to adopt the tax rate of $0.794629 per $100, for the year 2025 (Fiscal Year 2026) as of January 1, 2026
8. Conduct a Public Hearing and consider adopting an ordinance for Specific Use Application 002-2025 by Thomas Patrick & Vincent, LLC on the subject parcel located at 11900 Elam Road (+/-) 0.628 acres to become a legal conforming use and allow the applicant to remodel and expand the existing convenience store.
9. Conduct a Public Hearing and consider an ordinance for Rezoning Application 009- 2025 by Mishal Anwer dba SAH Real Estate to rezone subject parcel totaling(+/-) 0.9425 acres located at 11916 Seagoville Road from "LR" Local Retail District to "C" Commercial Zoning District to allow for the development of a warehouse and flex space.
10. Consideration and action authorizing the City Manager to negotiate and execute the Development Agreement by Mishal Anwer dba SAH Real Estate to allow for the development of a warehouse and flex space located at 11916 Seagoville Road
11. Presentation regarding the Building and Standards Regulations.
12. Discussion and consideration for the Facility Use Agreement as it relates to association management and contracted services for youth programs as well as Parks and Recreation Facilities
