1. Discussion and action on the 2024 Compensation Study, FY 2024 Pay Plans and the Meet and Confer Agreements. a. Meet and Confer Agreement between the City of Balch Springs and the Balch Springs Firefighter Association. b. Meet and Confer Agreement between the City of Balch Springs and the Balch Springs Police Association.

2. Consideration and action regarding approval to amend the Master Fee Schedule of the new solid waste rates that are to be passed on to the customer effective October 1, 2024.

3. Consideration and action to adopt an ordinance approving the budget for the City of Balch Springs for the fiscal year, beginning October 1, 2024, and ending September 30, 2025. (The required public hearing on the proposed budget was held on August 26, 2024, in accordance with applicable law.)

4. A. Briefing by Staff on the proposed Ad Valorem Tax Rate of $0.794629, per $100 assessed valuation on taxable property, for the year 2024-2025. B. Conduct a Public Hearing on the Ad Valorem Tax Rate of $0.794629, per $100 assessed valuation on taxable property, for the year 2024-2025. C. Consideration and action regarding the adoption of an ordinance to adopt the tax rate of $0.794629 per $100, for the year 2024 (Fiscal Year 2024) as of January 1, 2025.

5. Consideration and action to approve a resolution ratifying the property tax revenue increase reflected in the 2024-2025 fiscal year budget, compared to the previous fiscal year, as required by Sec. 102.007(c) of the Local Government Code.

6. Consideration and action regarding Article II City Council, Section 2-41 Regular Meeting Dates of the Code of Ordinances.
