1. Discussion and action on the 2024 Compensation Study, FY 2024 Pay Plans and the Meet and Confer Agreements. a. Meet and Confer Agreement between the City of Balch Springs and the Balch Springs Firefighter Association. b. Meet and Confer Agreement between the City of Balch Springs and the Balch Springs Police Association.
2. Discussion and possible action regarding the City Events Calendar.
3. Discuss and possible action regarding approval of future and professional Consulting Services for the City.
4. Consideration and action on setting a Public Hearing date for September 9, 2024, and City Council to take a record vote on the Proposed Tax Rate for 2024-2025.
6. Consideration and action approval of an ordinance amending the Annual Budget for the City for Fiscal Year October 1, 2023, through September 30, 2024, providing that expenditures shall be made in accordance with said budget as amended.
5. Consideration and action to amend the Fiscal Year 2023-2024 Adopted Budget to transfer $1,234.280, to the Capital Improvement Fund based on the audit of the Annual Financial Statements for the Fiscal Year ending September 30, 2023.
7. Consideration and action regarding approval of a contract amendment to the professional services agreement with Kimley Horn & Associates for design services of roadway improvements of a right-turn deceleration lane at Elam Road and Shepherd Lane not to exceed $90,500.
8. Consideration and action to enter into a Pre-Development Funding Professional Services and Escrow Agreement with Beam Insurance Agency Inc related to consultant services for the development of the Balch Springs City Center/Downtown Master Plan Study.
9. Consideration and action regarding approval of a professional services contract with Schaumburg &Polk Inc (SPI) for engineering and design services for the Balch Springs Hickory Tree Road Pedestrian and Road Improvement Project.
10. Consideration and action regarding approval to amend Chapter 78 (Traffic and Vehicles) Article II, Specific Street Regulations, Division 4, Speed Limits, by repealing and replacing Section 78-112 and 78-113 in its entirely; Article II, Specific Street Regulations, Division 5, School Zones, 4 by repealing and replacing Section 78-143, prohibited left turns of traffic at specific locations upon signage; by amending Article III, parking by adding Section 78-176, prohibited parking to the Code of Ordinances of the City of Balch Springs.
