2. Consideration and action to renew the Bank Depository Agreement between the City of Balch Springs and Prosperity Bank, for the next three years, commencing on October 1, 2023 and ending September 30, 2026

3. Consideration and action to amend the Residential Rental Property Inspection and Registration Program Ordinance 3126-16, to include the Multifamily Housing Registration and Inspection Program and authorize the City Manager to add program fees to the Master Fee schedule.

4. Consideration and action regarding approval to use FY 2023 Wastewater CIP funds for the emergency purchase and installation of a six-foot, stained wood, security fence by Golden Eagle Fence & Stain, for an amount not to exceed $50,000.00, to replace the existing damaged fence at the Ravenview Watewater Lift Station

5. Consideration and action regarding approval of a contract amendment to the professional services agreement for design and engineering services with Kimley Horn & Associates for the Balch Springs Highway Safety Improvement (HSIP) Grant from the Texas Department of Transportation (TXDOT) for intersection improvements not to exceed $203,800.

6. Consideration and action to provide funding in the amount not to exceed $148,863 for Public Transportation services for fiscal year 2023-2024 operated by STAR Transit

7. Consideration to take action on the separation agreement for Susan Cluse and direct the City Attorney to retain independent counsel in this matter
