1. A. Briefing by staff on Specific Use Permit Application No. 003-2022, by Kristine Villa-Riordan and Carla Anderson c/o TXBA Happy MHP LLC to allow three (3) total manufactured homes (industrialized housing) located at 3000 Balch Springs Road, 3004 Balch Springs Road and 2996 Balch Springs Road on subject parcel totaling 0.708 acres within the existing manufactured/mobile home park community. B. Conduct a Public Hearing on Specific Use Permit Application No. 003-2022, by Kristine Villa-Riordan and Carla Anderson c/o TXBA Happy MHP LLC to allow three (3) total manufactured homes (industrialized housing) located at 3000 Balch Springs Road, 3004 Balch Springs Road and 2996 Balch Springs Road on subject parcel totaling 0.708 acres within the existing manufactured/mobile home park community. C. Consideration and action regarding approval of Specific Use Permit Application No. 003-2022, by Kristine Villa-Riordan and Carla Anderson c/o TXBA Happy MHP LLC to allow three (3) total manufactured homes (industrialized housing) located at 3000 Balch Springs Road, 3004 Balch Springs Road and 2996 Balch Springs Road on subject parcel totaling 0.708 acres within the existing manufactured/mobile home park community.
2. Consideration and action to approve a Memorandum of Understanding (MOU) between the Cities of Mesquite and Balch Springs regarding wastewater services for new development along the McKenzie Road corridor includes Arcadia Trails and McKenzie Trails.
3. Consideration and action regarding a budget amendment to the FYE 2023 Budget to include $156,711.81 in revenue from the Assistance to Firefighters Grant Program and approve an expenditure not to exceed $175,000.00 for Self-Contained Breathing Apparatuses and extrication tools.
4. Consideration and action regarding a budget amendment to the 2023 Budget to include funds awarded from the Dallas County First Responder Mental Health Program grant in the amount of $9,973, reserving an additional $9,973 in awarded funds for the FYE 2024 Budget.
5. Consideration and action regarding approval to purchase bunker gear in the amount of $74,548.40 from Casco Industries.
6. Consideration and action regarding joining the Inland Port of Dallas County Local Government Corporation, paying membership dues of $2,769, naming three residents to serve as initial incorporators, and appointing an individual to serve on the Inland Port of Dallas County Board of Directors.
