2. Consideration and action on a Resolution determining the costs of certain authorized improvements financed by the City of Balch Springs Public Improvement District No. 1 (PID #1), approving a Preliminary Service and Assessment Plan, including the proposed Assessment Roll, calling a regular meeting and noticing a Public Hearing for October 24, 2022 to consider an Ordinance levying assessments on property located within PID #1, directing the filing of the proposed Assessment Roll with the City Secretary to be made available for public inspection, directing staff publication and mailing of public hearing notices and providing for related matters.

3. Consideration and action on a Resolution accepting a Petition requesting Annexation into the incorporated limits of the City by the owners of an approximate 35.240 acres of land situated in the J.P. Anderson Survey, Abstract No. 1, Volume 608, Pages 1314 and 1318, more commonly known as 2500, 2501 and 2502 McKenzie Road, currently located within the extraterritorial jurisdiction of Balch Springs, and setting a a Public Hearing for October 24, 2022 on the institution of annexation; directing publication of notice as required by law and providing for the preparation of a written Services Agreement to become effective upon annexation.
